Alfred has a developing public law practice. His experience in this area includes:

  • Acts in claims involving unlawful arrest, malicious prosecution, and misfeasance in public office
  • Administrative Court matters
  • Administrative Appeals Upper Tribunal
  • Upper Tribunal Immigration and Asylum
  • Attorney-General’s Panel Counsel (since November 2012). He was promoted to the A-Panel with effect from 1 March 2021.
  • Public law challenges to community care decisions by local authorities

S v Chief Constable of North Yorkshire Police – acted in claim alleging unlawful arrest and malicious prosecution

X v MOJ – acted in claim alleging misfeasance in public office against Prison Governor

X v CPS – instructed in claim alleging breach of duty against CPS by defendant to POCA proceedings

R (on the application of Reich) v Secretary of State for Justice – application for judicial review on grounds of procedural unfairness in a re-categorisation hearing to determine a prisoner’s status

R (on the application of Hopwell) v Secretary of State for the Home department – application for judicial review of immigration detention

Elsherbiny v MOJ – strike out of prisoner claim alleging prisoner unlawfully prevented from telephone contact with family
