Louis Browne KC acts for Sefton Council as Southport Inquiry publishes Phase 1 report

Louis Browne KC from Exchange Chambers is acting for Sefton Council at the Southport Public Inquiry.
The Inquiry yesterday (13 April 2026) published its Phase 1 report at Liverpool Town Hall.
In publishing the report, the Chair of the Inquiry, Sir Adrian Fulford, emphasised that its work has been conducted with the victims and their families at its heart, stating:
“Today is in recognition of Elsie, Bebe and Alice, of those who were physically and psychologically injured, and of the families whose lives have been irreparably changed. Our work has been to establish a clear, unflinching account of how such an appalling event occurred, and what must change to ensure it is never repeated.”
He added that no process, however thorough, can repair the loss suffered by the families whose daughters did not return home that day, and that nothing can undo the trauma endured by the survivors. He expressed the hope that the report would provide clarity, accountability, and the foundations for meaningful change, and that it was presented with profound respect for all those affected by the tragedy.
