Paul Burns
Paul was named Barrister of the Year 2009 at the recent biennial Liverpool Law Society Legal Awards Ceremony.
Paul was recently listed by The Times as the only barrister in the north west of England in the top 10 UK “Future Stars of the Bar”. He holds the highest available ranking for local government work in the North in Chambers & Partners 2009, having consistently been recognised as a leader in his field by that and other independent publications in recent years.
He is noted for his "incredible level of expertise … You know you'll get the best representation out there when you instruct him and you know he'll always do a damn good job for you" [Chambers and Partners 2009].
Paul has rapidly become the preferred choice for clients litigating in his areas of specialism. He has a busy practice advising and representing a range of local authorities, government departments and registered social landlords in and around the Liverpool / Manchester areas and across the country. Paul has particular expertise in the following areas:

Paul is the only Barrister to date to have been awarded a Chief Constable’s Commendation by Merseyside Police for “commitment, professionalism, dedication and motivation” in relation to his work concerning gang related litigation in Liverpool. He continues to be at the forefront of developing the use of special measures in the County Court including the use of voice modulation in cases of witness intimidation.
